Mainstream media outlet CTV reported at the time, “Opposition leaders are irritated that U.S. Attorney General John Ashcroft has heard the details of the government’s plan to decriminalize possession of small amounts of marijuana before the law is even presented in Parliament. Justice Minister Martin Cauchon met with Ashcroft Tuesday to brief him on the government’s plan.”

Included in the opposition to this American love-in was Stephen Harper. However, he couldn’t possible conceive the one liner from NDP leader Jack Layton, who quipped, “Canadian sovereignty goes up in smoke.”
Cauchon has returned to politics this election. Not to fight for a Conservative riding, but the only riding the New Democrats hold in Quebec. The Liberals are desperate to unseat Thomas Mulclair who stunned them with his upset victory last time round. Fearful another Mulclair victory will lead to more Quebec inroads. If they don’t already this election. The NDP hold a seat in Harper’s bread basket Alberta too.
The old Liberal marijuana decrim plan called for tickets. Meanwhile traffickers and growers would receiver harsher – double current penalties – for helping people possess. In reality the reefer plan was only designed to keep people off of Liberal scandals. Which were mounting at the time. To snow job voters from their dirty politics. Same dirty pool Stephen Harper and his gang are involved in now and promised to eliminate.
Any changes to Canada’s marijuana laws would be met with strict sanctions from United States. Who viewed our softening stance as a threat to their zero tolerance policies. Canada’s border trade would be snarled. Probably a load of swag.
I pulled this article up from Stop The Drug War, “Sensitive to accusations of knuckling under to the Americans, Cauchon insisted he did not go to Washington to “consult” with Ashcroft, but to inform him. “I just want to be clear,” Cauchon said, “as Justice Minister I will do what I think is good for the Canadian population.” That is brave talk, but if reports that the decrim bill will also increase penalties for cultivation and trafficking of marijuana are any indication, Cauchon’s estimation of what “is good for the Canadian population” may well include deference to US concerns about relaxing the marijuana laws.”
